<p>Kentisbury WI held their annual meeting on Monday 14 May at 7.30pm in the village hall. WI Advisor Catherine Williams was present. Catherine is a new advisor and comes from West Down.</p>
<p>&nbsp;</p>
<p>The ordinary meeting took place first. President Viviane talked about various activities available to members.A walk on Braunton Burrows and a trip to Sidmouth to hear a talk by a forensic scientist are just two events coming up.</p>
<p>&nbsp;</p>
<p>12 members from Kentisbury enjoyed the Spring Council Meeting in Torquay, although the sea front was closed due to flooding, and the sea gulls so noisy at one point you could barely hear Ruth Bond, the national chair, speak. Gardening guru Chris Beardshaw was the guest speaker, and, as he put it, &#8220;the sound of the drought crashing down on the roof&#8221; made it hard to hear him at times.</p>
<p>&nbsp;</p>
<p>Christine Potter reported back to us on her visit to Rosemary Eden,who is now in Bideford hospital, making progress after her stroke.</p>
<p>&nbsp;</p>
<p>The WI are having a tombola stall at the Jubilee Party on Sunday 3 June.</p>
<p>&nbsp;</p>
<p>The annual meeting began with reports from the treasurer, secretary, and president. Kentisbury WI have 21 members, and next year will be their 80th anniversary. The three officers remain the same, Viviane Clout president, Valerie Ashman secretary and Brenda Bowden treasurer.</p>
<p>&nbsp;</p>
<p>The 2012 resolution regarding more funding for midwives was discussed in detail, with some interesting points raised. Two members will be travelling to London to attend the National Annual Meeting on May 30th. where voting will take place.</p>
<p>&nbsp;</p>
<p>Everyone enjoyed a bring and share supper, and the evening ended with a quiz.</p>
<p>&nbsp;</p>

<p>The next meeting is on Monday 11 June as there is another bank holiday. The speaker is from Exeter Leukaemia Fund and the competition is an attractive candle.</p>

			<content:encoded><![CDATA[<p>The repairs to the parish church of St Thomas&#8217; roof are underway. Hiax, the builders from Bideford, aim to complete work both inside and out by August. Fund raising continues in earnest, with Dena and Margaret having a charity stall in Barnstaple Pannier Market on a regular basis. The next will be on Friday 15 June, where bargains of all sorts can be found. Donations of saleable items are welcomed, phone Dena on 01598 763491 to arrange collection. Church services continue to be held, Holy Communion on every first Sunday, and Evening Prayer every third Sunday of the month, both at 6.30pm.</p>

<p><strong>178.1 Registration of Land. </strong>It was noted that the forms have been submitted to the Land Registry and a reply was awaited.</p>
<p><strong>178.2  Location of Drains.</strong>  The Clerk and Chairman had spoken to the parishioner who took the map with a view to marking the drains and it was hoped that this would be available next month.</p>
<p><strong>178.3  Kentisbury School Open Day.</strong> Councillor Harrison had represented the Parish Council at this event, where Nick Harvey MP opened the Yurt and made a speech.  It was a very enjoyable occasion.</p>
<p><strong>178.4  Minutes in Kentisbury Magazine.</strong> The Editor had emailed to advise it was hoped to reply shortly with regard to the Parish Council&#8217;s offer of a contribution.</td>

<p><strong>179.1  Police.</strong> Not present.</p>
<p><strong>179.2 County Councillor Mrs A Davis</strong> advised that £10 million is to be invested in elderly peoples homes. Some will become specialist homes for people with dementia.</p>
<p><strong>Councillor Dixon asked if was any development on the School issue </strong>and was advised that Councillor Mrs Davis and the Leader of DCC had visited Kentisbury School on 26 March<strong>.  </strong>She hoped it would be possible to report at the next Meeting. <strong>   </strong></p>
<p><strong>179.3  District Councillors Mrs Y Gubb &amp; J Tucker.</strong>  Councillor Mrs Gubb did not have anything to report.</p>
<p><strong>Councillor Tucker </strong>spoke about the barn which had been constructed near the Parish Church, advising that a senior North Devon Council Planning Officer was in communication with the owners and Exmoor National Park Planning Officer regarding screening arrangement.</p>
<p>Councillor Mrs Davis advised that this had not been mentioned at Exmoor National Park Planning Authority who were still unhappy about the situation.</p>
<p>A full Planning Application had been received by North Devon Council for a Morrisons Supermarket and an Asda Supermarket, the latter on the Leaderflush Shapland site to incorporate 350 dwellings, community and leisure facilities and footpaths.</p>
<p><strong>179.4  Chairman.</strong> Councillor Pile advised that the fly tipped items reported in November was still in place despite having spoken to the relevant Department.  The land was not owned by anyone and he was willing to collect the rubbish and take to the road for collection, which Councillor Tucker would organise.</p>
<p>It was also noted that a settee, used as photographic evidence when the official from DCC had attended the Meeting, was still there and was believed to be Council land.</p>
<p><strong>179.5  Diamond Jubilee.  </strong>East Down Parish Council had confirmed that East Down would like to join Kentisbury in their celebrations and wished to know in what way they could assist.</p>
<p>A further Meeting to make further plans was fixed for Wednesday, 2 May at 8pm in the Village Hall.  East Down Councillors/parishioners to be invited and village Organisations.</td>

Although the route is predominantly over-sail, the company needs to install a back stay on pole No. 3. Councillors have been circulated with the wording. If acceptable, a one off payment of £202.20 would be payable to the Parish Council.</p>

<p><strong>165.1  </strong>A parishioner who lives in Wistlandpound had a planning enquiry. She wanted to build two houses on her land for her children who were born here and are living here and had been told it would not get planning permission because it was not in the main part of the village.  She had attended a Meeting about local housing needs and wanted to know if there were any further developments.</p>
<p>Councillor Pile advised that a recent affordable housing questionnaire completed by the Parish Council had suggested the site of the Blackmoor Gate Hotel.</p>
<p>District Councillor Tucker advised he would give an update to the Parish Council&#8217;s response on the proposal when he gave his Report.</p>
<p>JT said he had an update to this PCs response on our proposal.</p>

<p><strong>167.1  Registration of land.</strong>  The relevant forms have been completed and a cheque is required (Item No. 172.1) to proceed with the Registration with the Land Registry.</p>
<p><strong>167.2  Location of Drains.  </strong>Nothing heard.</p>
<p><strong>167.3  Service at Exeter Cathedral to celebrate the Queen&#8217;s Diamond Jubilee.</strong> Minute No. 172.1 refers. Miss M Purchase had accepted the nomination and would be taking a guest.</p>
<p><strong>167.4  DCC Chairman&#8217;s Reception.</strong>   Councillors have been circulated with a Report by the Clerk accompanied by a photograph.</p>
<p><strong>167.5  DCC.</strong> Reply from Highways regarding Ley Lane, forwarded to Councillor Grunwell as Highways Liaison Officer.  He had contacted them regarding blocked drains at Slade Lane and Kentisbury Post Office. He had also written regarding a letter from a concerned parishioner respect of a speed restriction.</p>
<p><strong>167.6  Diamond Jubilee.</strong>  Councillors noted that a cheque for £150.00 had been received from Care4 Bathrooms (Councillor J and Mrs G Grunwell) for the balance towards Diamond Jubilee mugs.  £50 each is to be donated by each of the District Councillors.  The Clerk had been in contact with ND Council regarding these donations and had been advised that a claim could be made from 1 April and the relevant form would be sent.  A letter of thanks has been sent to Councillor and Mrs J Grunwell.</p>
<p>A sample Jubilee mug was available. There were 53 children under 16 in Kentisbury. The number was being obtained for Trentishoe.</p>
<p>East Down Parish Council had advised they would like to join our celebrations and enquired the cost.  Expenses would be paid by having stalls in the field.  <strong> </strong></p>
<p><strong>167.7.  Affordable Needs Housing. </strong>Councillor Parker noted that payment for the affordable needs housing will be delayed until occupied. He recalled that District Councillor Tucker had advised that payment would be made before building commenced.  District Councillor Tucker advised those arrangements were when North Devon Homes was dealing with the matter and the situation had now changed to local needs.  The Section 106 money would be paid on first occupation and the 106 document was a legal agreement between the developers and ND Council drawn up by Solicitors.</td>

<p><strong>168.1  Police. </strong>When sending her apologies, PCSO Cleverdon advised that since 1/1/12 to date only 1 crime has occurred &#8211; Communications Act 2003. Compared to the same period last year, 1 January &#8211; 1 March, 2 crimes occurred.  Heating oil thefts and thefts of metal and copper piping are still a problem in the area and parishioners are asked to be vigilant and report any suspicious activity with as much detail as possible without putting anyone in danger. Protection for oil tanks can be found online and a copy of the article is in February&#8217;s Lyn Valley News.</p>
<p><strong>168.2 County Councillor Mrs A Davis.</strong> Her Report focused on the 2012 Budget that will provide a multi-million pound extra investment in skills, care for the vulnerable and vital road maintenance but still freeze Council Tax.  Details were also given of a new service to help people whose health is affected by cold housing.</p>
<p><strong>168.3  District Councillors.  District Councillor Mrs Y Gubb </strong>advised a retail and leisure study begins in March and a survey on shopping habits would be carried out with the final Report scheduled for July 12.</p>
<p><strong>District Councillor Mrs Clark </strong>advised there would be no rise in Council Tax or car parking charges.</p>
<p><strong>District Councillor Tucker </strong>advised 3,000 families were on the housing waiting list in North Devon. He spoke about the Housing Survey sent to Parish Council&#8217;s, referring to land owned by the Parish Council at Ruxfield.  The Parish Council had put forward the former Blackmore Gate Hotel site. The Chief Planning Officer at Exmoor National Park was contacted and his view was that the site was not close enough to the village to be considered for affordable housing. Development would be permitted adjacent to a built up settlement.</p>
<p>Councillor Parker pointed it  was on a bus route but within the village people would have to walk a distance to a bus stop.</p>
<p>Councillor Dixon felt the houses should be nearer to the School and Shop.  District Councillor Tucker suggested it was a future Agenda item.</p>
<p>Councillor Grunwell commented that parishioners views were clear as a result of the Referendum. <strong> </strong></p>
<p>Councillors were at a loss as to why the parishioner could not get planning permission.  The Referendum was discussed.</p>
<p>The Clerk to request written views of the Chief Planning Officer.</p>
<p>District Councillor Tucker also spoke about an oil consortium organised by the Community Council of Devon, and the new 101 Police contact number saying he had received a reply from the Police advising the reason for the lengthy wait when the number is rung is because the volume of calls had increased.</p>

<p><strong>173.4  Minutes in the Kentisbury Magazine.</strong> Councillor Grunwell asked the position and details were given that the Editor had requested a contribution for them to appear in the Magazine.  The Clerk to write offering £10.00 per annum.</p>
<p><strong>173.5  County Councillor Mrs Davis </strong>had received representations regarding a new barn which had been erected overlooking the Grade I Listed Parish Church.  It was in the Exmoor National Park area but they were not aware.</p>
<p>North Devon Council had granted permission, but it was outside their jurisdiction.  A debate followed.  The Clerk to ask Planning Manager Mr M Kelly for a written explanation.</p>
<p><strong>173.6  County Councillor Mrs Davis </strong>spoke about Parracombe School.  A Report was going to the Cabinet Meeting at DCC on 15 March regarding the School and a proposal in the Report that a temporary classroom is sited at Kentisbury to accommodate the Key Stage 2 children.  There was also a wider consultation about the future of the Schools.</p>
<p><strong>173.7  Highway Matters. </strong>The state of the road by the Post Office was mentioned and other advised that were advised would be dealt with by Highway Liaison Officer Councillor J Grunwell. <strong></strong></td>

			<content:encoded><![CDATA[<p>The April meeting was well attended. President Viviane informed us of various events taking place in the near future. Eight members will be travelling to Torquay for the Spring Council Meeting, where one of the speakers will be television gardener Chris Beardshaw. Also coming up is a lunch at the Park Hotel, and a walk on Braunton Burrows.</p>
<p>The speaker for the evening was David Hopkins, who brought a good variety of plants to demonstrate how to assemble hanging baskets. David was associated with Barnstaple in Bloom for many years.With his expertise,the basket took shape, and in no time looked beautiful. As well as the more traditional basket David also showed how to fill a plastic one that had special openings for the plants. Then, to end with,David made a ball, which could have either pansies or busy Lizzies in. All the time David shared gardening tips and stories.He started gardening as a little boy, learning from his Granfer.</p>
<p>The evening was a joy and members took bags of colourful plants home, fired with inspiration by David&#8217;s talk. Jenny Robinson thanked David for such an interesting evening.</p>

<p>Jo Wood is the Community News editor for the North Devon Journal and gave us a most informative talk. The Journal has been in publication since John Avery started it in 1824. Now it covers a large area, including Bude, Chumleigh, Witheridge, Northam and Ilfracombe. Cornwall and Devon Northcliffe Media are the governing body, with the main office in Barnstaple for our area. Jo works from the Barnstaple office, where she puts together the community news pages with news sent in from villages all over north Devon, by the community correspondents. The photograph pages are very popular, and Jo compiles these. the reader&#8217;s pets page is proving to be a success at the moment. Advertising is crucial to the Journal and the car sales and property sales sections play a very important part. It was interesting to hear the answers when Jo asked what pages we looked at first each week.,the What&#8217;s On page being a popular choice. As so many different things are covered each week the question was a hard one. North Devon Journal is involved with the local community and sponsors different events such as the Greenman Festival in Pilton, Appledore Book Festival, and the Nightwalk. Should you join the Reader&#8217;s Club this entitles you to some amazing special offers each week. The Journal is printed in Oxford now. Jo&#8217;s talk was illustrated with slides, depicting the early days of publication, and enlightened us in just what goes on behind the scenes to get the Journal on to the news stands each week. Jo answered a collection of questions, and Gail Evans spoke for us all as she thanked Jo for the entertaining evening.</p>
<p>Gail, the visitor from High Bickington, is writing a book about her travels around Britain&#8217;s WIs and is hoping to sell one copy to every WI in Great Britain, making £30,000 for the charity Associated Country Woman of the World.</p>
<p>The Knit In made £190 for North Devon Hospice. Thank you to everyone who took part, both knitters and sponsors.</p>
<p>Forth coming events are the Spring Group meeting hosted by Arlington in East Down village hall on Wednesday 18 April,Tombola at the Jubilee celebrations on Sunday 3 June, and a Car Boot Sale on Sunday 29 July.</p>
<p>Gail Evans won FOM, her hellebore beating a collection of beautiful Spring flowers.</p>
<p>The next meeting is on Monday 2 April and will be David Hopkins demonstrating how to make a hanging basket. The competition is a mini wedding cake, iced and decorated, to fit on an eight inch board, to be judged on icing and decoration only.</p>

<p><strong>156.2  County Cllr Mrs A Davis.</strong> A written Report was circulated to Councillors which focused on implementations by DCC to improve the Blue Badge parking scheme.</p>
<p><strong>156.3 District Councillors.  Councillor Mrs Gubb </strong>advised there would be no Council Tax rise and also spoke about the Crematorium and the Parish Grant.</p>
<p><strong>Councillor Mrs Clark </strong>spoke about the Localism<strong> </strong>Act, given Royal Assent on 15/11/11. To date only 40 Sections had been adopted.</p>
<p>Parish Councils will be advised when training has been organised.</p>
<p><strong>Councillor Tucker </strong>left a copy of the guide for the Localism Bill.</p>
<p>Only 25 of 59 Parish Council&#8217;s replied in respect of the Parish Grant letter.</p>
<p>The Section 106 Agreement relating to the Patchole development will be paid on occupation of the first dwelling.</p>
<p>Councillor Pile enquired if this was usual and was advised by Councillor Tucker he thought it was fair.  The Parish Council still have to apply for the funding.</p>
<p><strong>Play Area Planning Application.</strong> When registered with the Planning Department, he will assist.</p>
<p><strong>Enforcement.</strong> Details were given of 11 cases in the Parish.</p>
<p><strong>Unauthorised sign. </strong>This was reported on under Minute No. 157.2.</p>
<p>Councillor Tucker had received numerous letters of representation in respect of the proposed wind turbine at Honeywell Farm, not in this Parish.</p>
<p>He spoke about the item under Minute No. 158.5 recalling the historic details adding that when the Referendum was held and the Application was turned down, the Parish Council said there may be additional sites but this had not happened.</p>
<p>If houses were built in Kentisbury, they would be for Kentisbury people.  If they could not be occupied in this way, they would be offered to parishioners in East Down and Arlington.</p>
<p>&nbsp;</p>
<p><strong>Chairman</strong>.  Councillor Pile had attended a Rural Alliance Meeting in Kentisbury.</p>
<p>He had also been invited to visit Fullabrook Wind Farm where he considered the noise was an issue.  Councillor Tucker advised that 12 sites were being noise monitored.</p>
<p>&nbsp;</p>
<p><strong>156.4 Diamond Jubilee.</strong> A Meeting had been held the previous evening where many ideas were given one of which was to give the children in the Parishes a commemorative mug.  It was thought there were approximately 60 children age 16 and under.  The Clerk to make further enquiries from manufacturers.</p>
<p>The District Councillors announced that they would give £50.00 each from their Community Councillor Grants towards this project to help with the cost of the mugs and this was very gratefully accepted.</p>
<p>There is to be a Party in the Parish Field or Village Hall (if wet) on Sunday 3 June at 6pm.  There would be a bonfire and a Bouncy Castle.  Councillor Harrison to order and Mrs Harrison will organise Sports.  Parishioners were asked to bring their barbeques and own food for a village barbeque.  Parishioners to be asked to loan gazebos.  There would be a follow up Meeting in April.</p>
<p>Mrs P Camp generously offered £200 for fireworks.</p>

<p><strong>158.6</strong>  <strong>DCC. </strong> The Chairman and Clerk have been invited by the Chairman of DCC to a</p>
<p>buffet reception to celebrate the contribution made by Parish Councils to the life of Devon at County Hall on Friday, 24 February at 6pm.  It was unlikely that the Chairman would be able to attend and the Clerk would represent the Parishes.</p>

<p><strong>143.1  Waste Management. </strong>Councillor Grunwell spoke about waste disposal, particularly asbestos sheets. If they are not sized 8’x4’, they have to be broken up and put in a plastic bag. He did not consider this was good management.</p>
<p><strong>143.2 Registration of Land.</strong>  No reply had been received from the Land Registry.</p>
<p><strong>143.3 Location of Drains.</strong>  There was no further information.</p>
<p><strong>143.4  Localism Bill.</strong>  DALC will be running a workshop when finalised. The talk offered by Mr Jeffs would not be taken up.</p>
<p><strong>143.45 PC Minutes in Kentisbury Magazine. </strong> The Editor had advised that a page could possibly be allocated but would appreciate a contribution towards the cost. Councillors noted that space was allocated to the National Trust and West Exmoor Federation and an enquiry to be made if they give a contribution.</p>
<p><strong>143.5  Grit Salt.</strong>  There had been no bad weather.  Councillor Pile needed smaller bags to fill with grit salt to easily take to smaller roads.</p>
<p><strong>143.6  Diamond Jubilee Celebrations. </strong>The Village Hall had advised they would like to be involved when the plans were clearer.   Councillor Pile offered to be on a Sub Committee with Councillors Dixon and Parker to be asked. Other Councillors would be welcome. The first Meeting would be on Wednesday, 1/2/12 at 7pm in the Village Hall. Village Organisations (Village Hall, Little Berries, School, WI) to be asked to send two representatives. Parishioners were also invited.</p>

<p><strong>144.1  Police.</strong>  PCSO Cleverdon advised of 2 crimes since the last Meeting: 1 non crime, domestic and theft of gate from a field.  Also,80 sheep had been taken from Capelands Farm, Bratton Fleming and  heating oil taken in Lynton. Comparison figures for 2010:  26 crimes in whole of area including Trentishoe.  19 in 2011.</p>
<p><strong>144.2 County Councillor Mrs A Davis</strong> spoke about the plans for healthcare, Northern Devon Healthcare&#8217;s application to become a Foundation and recyclying.</p>
<p><strong>144.3 District Councillors Mrs Clark &amp; Mrs Gubb. </strong>Due to Christmas it has been a quiet time. There would be a Meeting for Parishes regarding the Parish Grant.  District Councillor Mrs Gubb will obtain copies of representations from Parishes to Councillor B Greenslade as there was concern he had received these, as no acknowledgement had been sent.</p>
<p><strong>144.4 Chairman.</strong>  Councillor Monroe was thanked for reading the Lesson at the Carol Service and County Councillor Mrs Davis for singing.</p>
<p>There was a Rural Alliance Meeting at Kentisbury on 10 January.</p>
<p>Fly tipping was spoken about with more items being dumped by a watercourse. County Councillor Mrs Davis emailed Environmental Health from the Meeting requesting this was dealt with, due to concern of pollution into the nearby stream.</p>

<p><strong>149.1  </strong>Highways again reminded regarding Ley Lane &amp; Ford Hill.  A third reminder to be sent regarding Ford Hill, copied in to County Councillor Mrs Davis.</p>
<p>Ley Lane had been completed to a degree. The road is eroded where water has gone across road. County Councillor Mrs Davis emailed Highways from the Meeting requesting attention to this.</p>
<p>A letter from Mr W Camp was read regarding Ley Lane and lorries turning in his gateway.  DCC to be requested to put a width restriction sign at both ends of the lane to prevent further problems and damage to the hedge banks.</p>
<p><strong>149.2  </strong>ENP were making arrangements to trim the hedge at Blackmoor Gate.</p>
<p><strong>149.3  </strong>Councillor Barrow again spoke about the incorrect camber of the A39 from the Old Rectory to Kentisbury Ford, resulting in water running across the road.  This was awaiting inspection.</p>
<p><strong>149.4  </strong>Councillor Pile had spent 2 days clearing drains around the Parish.  It was noted this was a Lengthsman job.  Councillors felt there should be a Highways Liaison Officer as in past years and Councillor Parker to be asked so that he could co-ordinate issues and send details for the next Lengthman visit.</td>

			<content:encoded><![CDATA[<p>What better way to spend a foggy February evening than to be surrounded by colourful hats? On arriving at the village hall the riot of colour was enough to lift the lowest of spirits. Hilary Hammond travelled from Yelland to be our speaker for the night. Hilary runs &#8220;Hilary&#8217;s Hat Hire&#8221;from her home. Hilary&#8217;s talk began with the history of hats which she illustrated with various examples of hats she had collected, going back as far as Victorian times. Now women wear hats mainly for special occasions so it makes economic sense to hire a hat rather than to spend a fortune on one to be worn perhaps only once. With the vast array of hats that Hilary brought to show us there was something to suit everyone. We all had a good time dressing up. A great escape from the winter blues.</p>
<p>President Viviane Clout told us of forth coming events within North Devon WI,including a Garden Day in Bishop&#8217;s Nympton in March. All details are with secretary Valerie Ashman. The next meeting is on Monday 5 March when Jo Wood the Community Editor of North Devon Journal is coming to talk to us. Come and find out how your copy of the Journal reaches the news stand on time each week.</p>
<p>The competition is a table centre flower arrangement for a wedding breakfast not to exceed a ten inch square.</p>

<p>Kentisbury WI started 2012 by having a meeting for lunch in the Pack of Cards in Combe Martin. 17 members were present. The resolutions for the year were discussed. Secretary Valerie Ashman made a note of the votes. President Viviane Clout told everyone of different events to be held during the coming months. Christmas presents were exchanged in the Secret Santa,and the competition for the prettiest necklace was won by Marilyn Purchase with her turquoise necklace.</p>
<p>The next meeting is on Monday 6 February at 7.30pm in the village hall when there will be a demonstration of Hilary&#8217;s Hats. The competition is a hand made wedding invitation card of any size.</p>
<p>The coming year sees a varied programme with something for everyone. New members are welcome. Phone President Viviane Clout on 01271 882487 for more details.</p>
