121.1  Registration of land.  This was being progressed with the Land Registry.

121.2  Location of Drains.  There was no information.

121.3 Queen’s Diamond Jubilee.  Councillor Monroe had contacted the Chairman of Loxhore Parish Council, as no response had been received. It was confirmed that they had their own Committee to make plans.

121.4 Fly Tipping. A notice was in the Post Office. No photographic evidence had been received.

121.5 Length of Agendas and Minutes. This had been addressed by the Clerk.

121.6 Countisbury & Brendon. Enquiries as to merging Kentisbury & Trentishoe.

Councillor Monroe advised Countisbury and Brendon had the same problem as Kentisbury and Trentishoe and are progressing a merger.

The Clerk to liaise with Brendon Clerk to ascertain how the plans are going.

122.1  Police. There had been 1 crime in the last month involving theft of a quad bike and fuel.  Properties at Parracombe had suffered theft of 2 quads and a trailer which had lost its side. A Transit type van had been seen at the same time in the area. People were encouraged to report anything suspicious on the 101 number.

122.2  County Councillor Mrs A Davis.  A Report was circulated. This focused on Winter gritting; Devon backs bus funding campaign and extensive road works on A399.  A new grit bin located at Patchole had been paid for from her Locality Grant.

122.3  District Councillors Mrs Y Gubb, Mrs J Clark and J Tucker.  Brian Greenslade’s letter was referred to advising of plans to phase out the Parish Grant over 3 years, commencing 2012.  Parishes are encouraged to make representations.

District Councillor Tucker advised 6,000 electoral registration forms had not been returned. It was possible for people to register online or by ‘phone.

He also spoke about the bulky items free collection, enforcement issues, staff changes at North Devon Council and deer poaching. Suspicious activities in this connection to be reported by dialing the 101 Police number.

122.4  Chairman.  5 tonne grit salt had been delivered to his Farm on the day of the Meeting, some of this will be stored at Barton Farm.  Councillor Pile to include this information in the Magazine inviting people to contact him if they wish to have salt.   A further 5 tonne could be purchased for £20.

122.5  Village Hall. No report.

123.1  52929 – Erection of building to provide storage, garaging & staff accommodation for Inn at Old Station House, Blackmoor Gate.

Councillor Pile declared a Personal Interest. It was resolved to recommend approval.

123.2  62/62/11/002 – Proposed two storey extension to rear – Middle Dean Farm, Dean, Trentishoe.   It was resolved to recommend approval.

123.3  North Devon Council Approval Decision Notice received for Application 52539 – Friars Farm, Kentisbury Ford.

124.1  Remembrance Day Sunday.  The Church had invited a Councillor to lay a wreath.   Councillor Pile would do this.

Trees.  Councillor Pile gave details of the suggested number of trees for the grant available to include tubes and stakes.  There would be a Meeting on 22/11/11 at 7pm to further discuss fencing.

Councillor Parker to ask Bridgemans and liaise regarding quotations.

Councillor Harrison and other volunteers would erect the fence.

Plans for the Play Area and the Planning Application were ready to be submitted.

24 votes had been cast for the NatWest Community Force Award, insufficient to be awarded funding.

Vote:  4 in favour of 5%.  4 in favour of 2.5%. The Chairman used his casting vote.  Carried.

Councillor Mrs Davis would give £2,000 from her Local Grant for the Parish Field fence.

Proposed by Councillor Parker, seconded by Councillor Harrison and agreed to adopt the Budget.  The Clerk to use the figures from the Budget to complete the Parish Grant Application Form.

Representations to be made to Councillor Greenslade regarding phasing out the Parish Grant. 

125.5  Grass Keep.  The second instalment of £575.00 had been received.

125.6  Mary Jones Trust. Councillor Parker advised the Church was no longer giving money for help and for the time being, there would be no payments to the reserve funds.

126.1  Councillor Parker spoke about refuse disposal. Wheelie bins cannot be emptied automatically and black bags have to be used.

He also advised that Furze Park Lane was sinking against Preston Gate.

126.2  Councillor Grunwell.  Complaint about Ley Lane.  This had been inspected and would be done.

126.3  County Councillor Mrs Davis was dealing with the signs at Blackmoor Gate. She advised there was a Gateway to Exmoor National Park Competition.

126.4  The contractors sign near Blackmoor Gate to be reported to Enforcement.

126.5  Hedge at Ruxfield required trimming. Councillor Parker will ask A & B Contractors to cut.

Councillor Pile suggested extending an invitation to the Parishes of Arlington, East Down and Loxhore for a combined event to take place in the form of a Celebration Party commencing in the afternoon and extending into the evening on Sunday 3 June or Monday 4 June.   The events suggested were:

• Bouncy castle
• Music
• Children’s tea party
• Games

Local village Organisations to be approached:  The Village Hall Committee, the Women’s Institute, the School, Church and Blackmoor Gate Young Farmers Club.

If however the other Parishes had events planned which were in more of an advanced state, there was the possibility of Kentisbury and Trentishoe joining with them.

The Meeting officially welcomed newly elected Councillor Richard Noble.

Councillor C Barrow declared a Prejudicial Interest in Minute No. 91.1, Planning Application 52539, Friars Farm, Kentisbury Ford, being a neighbour.

These were approved and signed as a correct record after the following amendments were made:

Minute No. 70.3.  The location was South Patchole and not Ruxfield.

Minute No. 69.9.  Village Green sign.  The Clerk to obtain written quotes for the October Meeting.

Minute No. 70.2.  Councillor Loveday clarified the position regarding the lane leading from the A399 to his home.

87.1  Declaration of Acceptance of Office and Register of Financial and Business Interests forms.  It was noted that forms have been completed by newly elected Councillors Harrison, Loveday and Noble and sent to North Devon Council.

The Clerk handed them the booklet ‘The Good Councillors guide’.

87.2  Registration of Parish Council owned land by the Land Registry.

The Clerk advised that a reply was awaited from Devon County Council and on receipt she would be able to progress correspondence with the Land Registry.

87.3  Gullies and Signs.  It was advised that the Jetter had been unable to clear the drain at Furze Park Lane and further work was being carried out.

87.4  Exit Door of Village Hall.  No further information was known.

87.5  Location of drains in the Parish.  This was deferred to the October Meeting.

87.6  Village Green Sign.  As advised under Minute No. 87, the Clerk to obtain written quotations.

87.7  Section 106 Agreement.  This related to the affordable dwellings to be built on land at South Patchole.   The Clerk had contacted the relevant staff member at North Devon Council and had been told that Planning Officer Mr Bob Pedlar was dealing with the matter.

The Clerk had contacted him and had ascertained that he was on annual leave until 5 September.

The District Councillors advised that it would be some time before the details were known.

87.8  Parish Merger.  The Clerk had ascertained the position and had circulated Councillors with the details to study ahead of the Meeting.  The matter was further discussed under Minute No. 96.2.

88.1  Police.  When sending her apologies, PCSO Cleverdon reported the following:

As at and up to 30/8/11, there had been 1 crime reported in Trentishoe involving a theft from a motor vehicle in a remote car park at an unknown location where the

driver’s door had been forced and property stolen.  No other crimes had been

reported.

The new contact number for the Police – 101 – goes live on 5 September.  The cost of a call will be 15p but for any duration and from any ‘phone.  It will be a one off charge so callers will not be over charged if they have to hold on or if ‘phoning from a mobile.  Details of the new number had been sent to the Lyn Valley News and the Kentisbury Magazine.

Councillor Barrow advised he knew of a crime in Kentisbury Ford involving the theft of a canoe.  It was noted this had not been included in the Report from which it was clear that PCSO Cleverdon had not been advised of the details.

The Clerk to write to Superintendent Harris at Barnstaple Police Station for his comment regarding the accuracy of the Report.

88.2  County Councillor Mrs A Davis.  When sending her apologies, Councillor Mrs Davis advised that Council had been in recess and there was nothing of note to report.

88.3  District Councillor Mrs Y Gubb.   The previous Administration wanted the bulky collection of one item for free to be scrapped but the new Administration had agreed this.  Any other collections thereafter would be charged at £15.00.

There are new style Electoral Roll forms being sent out at the beginning of September where it will be possible for people to either telephone or use secure online facilities to register instead of posting the form back, and thereby saving money to the Council.  These arrangements are for details that are unchanged on the Electoral Roll.

88.4 District Councillor J Tucker.  The Fullabrook wind Farm would be in operation from 6 September.  While the turbines were being tested, complaints of noise and flicker had been received.

Strategic Land Housing Availability Assessment is available to see online which affects Kentisbury to a small degree. It was hoped that Kentisbury could take 10 or 11 houses in the forthcoming year.

Councillor Tucker reiterated the hope that the Parish Council could identify a small parcel of land on which to build.

There had been an Affordable Housing Seminar the previous week.  Little affordable housing was being built at the present time.

As Chairman of the Licensing Committee, he and the Vice Chairman together with PC Paul Dawe of Devon and Cornwall Police in charge of drugs and alcohol went out with the Police on the previous Saturday night.  It was very disturbing to see what was going on with drink and drugs.

Septic tanks.  Lawyers say they must be registered, the Environment Agency takes an opposite view.   If people have one, they do not have to be registered, although there is possible legislation on the way brought in by the previous Government and Defra.

88.5  Councillor J Pile (Chairman).  He had experienced fly tipping in one of his fields.

88.6  Village Hall.  No report.

90.1  North Devon Council.  It was noted that Community Councillor Grants would be available from 5/9/11.

90.2  Barnstaple Town Council.  Details of a Planning School on 8/10/11 which had been circulated to Councillors ahead of the Meeting.

Councillor Monroe had expressed his wish to attend and had been booked in.

90.3  Devon County Council.  Letter, leaflets and maps regarding the Street Lighting Part-Night Lighting Policy.   This would affect the street lights in Kentisbury.

Proposed by Councillor Pile, seconded by Councillor Dixon and unanimously agreed to support DCC’s initiative.

90.4  Devon County Council. A further letter had been received regarding Parish Tithe Map apportionments and the invitation for a member of the Parish to transcribe those for Kentisbury and Trentishoe.  If no one wished to be involved, there was a possibility that a volunteer at the Devon Record Office would do this, having expressed the wish to do other Parishes.

90.5  Exmoor National Park.  Details of an Open Meeting for all on Thursday, 29/9/11 at Porlock Village Hall.

(1) Change of Use of 2 paddocks from agricultural to equestrian.              

(2) Retrospective Application for erection of field shelter & hardstanding.            

(3) Erection of additional field shelter & hay store at Friars Farm, Kentisbury             Ford.

Proposed by Councillor Dixon to recommend approval. Seconded by Councillor Harrison and unanimously agreed.

District Councillor Tucker left the Meeting.

92.2     Exmoor National Park Application.  62/62/11/001 – Proposed installation

           of 21 no photovoltaic panels including associated electrical works on

           south facing roof of existing barn – Town Farm, Trentishoe.

Proposed by Councillor Noble to recommend approval, seconded by Councillor Monroe and unanimously agreed.

92.3     Application 52545 – application for a non-material amendment to

            Planning Permission 52132 – Berrydown Lodge, Kentisbury Ford. 

            It was noted that the details were acceptable to North Devon Council

Planning Department.

Planning Correspondence.

93.1  Approval for 52454 – Listed Building Application for 4 replacement double glazed sash windows (amended description) at South Sandpark, Kentisbury.

93.2  An anonymous letter had been received by the Clerk and was read to the Meeting which focused on planning, enforcement and lack of enforcement.

Councillors regretted their inability to reply to the sender.

94.1     Woodward Smith Architects Plans.  It was not possible for Councillors to

inspect these as Councillor Grunwell, who had printed them in A3 format,

was not present.

94.2     Planning Application for the Play Area.  Woodward Smith Architects had

confirmed that the plans they had supplied were suitable to be submitted with

a Planning Application.

They had given a verbal quotation to the Clerk of £150 to submit them

provided it was not necessary to prepare further drawings.

Councillors were not in agreement to pursue this.

The Clerk to obtain the relevant Planning Application forms which Councillor

Pile would complete.

When Planning Consent had been given, East Down and Arlington to be

invited to participate and serious fund raising and grant applications to be

made.

94.3     Funding Opportunities.   It was noted that the Clerk had registered the

Scheme with two Organisations and had also written to Mr Brian Holme,

Community and Development Officer at North Devon Council.

94.4     Community Woodland Planting.  Agreement was reached to carry this out

on Saturday, 29 October from 10am.  Refreshments and drinks to be

provided.

The Woodland Trust to be asked to obtain the trees.

When the details had been confirmed, the School, Women’s Institute, Village

Hall, Church, East Down and Arlington to be invited to help.

95.3     Pruning Trees on the Village Green.  Mr T Squire had quoted the sum of £25.00 for pruning the trees with the suggestion of this being done in December, following on from the end of the grass cutting contract in November, until 2012.

95.4     Public Works Loan Board.  It was noted that the half yearly loan payment of £588.02 will be taken on 19 September 2011 automatically by direct debit.

97.1  Fly tipping.    Councillor Barrow advised that there had been a 700% in fly tipping and this figure is in respect of what is left on Council property and does not include private individuals. There was worry regarding asbestos being dumped.

The Clerk to write to the Waste and Recycling Department of North Devon Council inviting a representative to a Meeting to explain how the problem of increased fly tipping will be deal with following charges being brought in at Seven Brethen Bank.

97.2  Parish Merger.  Following the information obtained from the Electoral Services Department, it was proposed by Councillor Harrison, seconded by Councillor Dixon and unanimously agreed not to pursue.
