<p>Kentisbury WI started 2012 by having a meeting for lunch in the Pack of Cards in Combe Martin. 17 members were present. The resolutions for the year were discussed. Secretary Valerie Ashman made a note of the votes. President Viviane Clout told everyone of different events to be held during the coming months. Christmas presents were exchanged in the Secret Santa,and the competition for the prettiest necklace was won by Marilyn Purchase with her turquoise necklace.</p>
<p>The next meeting is on Monday 6 February at 7.30pm in the village hall when there will be a demonstration of Hilary&#8217;s Hats. The competition is a hand made wedding invitation card of any size.</p>
<p>The coming year sees a varied programme with something for everyone. New members are welcome. Phone President Viviane Clout on 01271 882487 for more details.</p>
<p>The Knit In will take place on Thursday 16 February. This is a sponsored event in aid of North Devon Hospice.Phone Rosemary Eden on 01271 883998 for details.</p>

			<content:encoded><![CDATA[<p>The December meeting was a low key annual meeting, due to the change of the month when annual meetings are to be held, to May. This is to allow more time to discuss the resolutions before voting, at the national annual meeting in May.</p>
<p>Members listened to yearly reports from the President, Secretary, and Treasurer, and also the November minutes before enjoying a bring and share supper. Poems were read and a quiz rounded the evening off.</p>
<p>The January meeting is the lunch at the Pack of Cards on Monday 9 January at 12 noon. The competition is a pretty necklace to be worn. Please bring a present to the value of £2 for thee secret Santa.</p>
<p>On Tuesday 13 December Kentisbury WI hosted the North Devon WI&#8217;s Carol Service. This took place in the parish church of St Thomas.The North Devon section of the Devon WI choir arrived with organist Roger Ashbee in good time to practice before the start at 2.15pm. The bells rang out as the congregation gathered. Children from the school joined in with songs from Hossanna Rock and readings from the Bible were heard from Viviane Clout, President of Kentisbury WI, Gwen Wooldridge.President of ArlingtonWI, Margaret Crabbe, President of Combe MartinWI, Caroline White, President of LoxhoreWI, Linda Buckley, President of Shirwell WI,Trixi Fry, President of Lyn Valley WI and Trica Hampson the Chichester Group Secretary. Reverend Les Austin led the service. Everyone enjoyed singing well known Carols and hearing the choir sing Blessed Art Thou, Mary, Mary&#8217;s Child, and to end with, Christmas is Coming.</p>
<p>The collection will go to the roof fund.</p>
<p>Refreshments were served before everyone made their way home.</p>

			<content:encoded><![CDATA[<p><strong>The bells rang out on Sunday 11 December as people made their way to the carol service in the parish church of St Thomas.</strong></p>
<p>The wet weather had not deterred the large congregation. Revd. Les Austin led the service. Andrea Daviesstarted the evening off with the Bidding Prayer. Odette Dunn representing the farming community, Councillor Jim Munroe representing the parish council, Gail Evans representing the WI, Jayne Peacock the head teacher, Hannah Walters representing Blackmoor Gate Young Farmers,Viviane Clout representing the village hall committee, and Margaret Purchase the church warden all contributed by giving an assortment of Christmas readings from the Bible, and a poem. The children from the school sang some songs from their nativity Hossana Rock. Freddie Harper-Davies gave a beautiful rendition of the Christmas song When a child is born. Freddie was accompanied by his mother, Andrea.The congregation enjoyed singing seven well known carols, accompanied by organist Margaret Purchase.</p>
<p>The service was followed by mince pies and tea,coffee or orange squash.</p>
<p><strong>There will be Holy Communion at 8pm on Christmas Eve.</strong>

<p><strong>121.1  Registration of land.</strong>  This was being progressed with the Land Registry.</p>
<p><strong>121.2  Location of Drains.</strong>  There was no information.</p>
<p><strong>121.3 Queen&#8217;s Diamond Jubilee.</strong>  Councillor Monroe had contacted the Chairman of Loxhore Parish Council, as no response had been received. It was confirmed that they had their own Committee to make plans.</p>
<p><strong>121.4 Fly Tipping.</strong> A notice was in the Post Office. No photographic evidence had been received.</p>
<p><strong>121.5 Length of Agendas and Minutes.</strong> This had been addressed by the Clerk.</p>
<p><strong>121.6 Countisbury &amp; Brendon. </strong>Enquiries as to merging Kentisbury &amp; Trentishoe.</p>
<p>Councillor Monroe advised Countisbury and Brendon had the same problem as Kentisbury and Trentishoe and are progressing a merger.</p>

<p><strong>122.1  Police.</strong> There had been 1 crime in the last month involving theft of a quad bike and fuel.  Properties at Parracombe had suffered theft of 2 quads and a trailer which had lost its side. A Transit type van had been seen at the same time in the area. People were encouraged to report anything suspicious on the 101 number.</p>
<p><strong>122.2  County Councillor Mrs A Davis.  </strong>A Report was circulated. This focused on Winter gritting; Devon backs bus funding campaign and extensive road works on A399.  A new grit bin located at Patchole had been paid for from her Locality Grant.</p>
<p><strong>122.3  District Councillors Mrs Y Gubb, Mrs J Clark and J Tucker.  </strong>Brian Greenslade’s letter was referred to advising of plans to phase out the Parish Grant over 3 years, commencing 2012.  Parishes are encouraged to make representations.</p>
<p><strong>District Councillor Tucker </strong>advised 6,000 electoral registration forms had not been returned. It was possible for people to register online or by &#8216;phone.</p>
<p>He also spoke about the bulky items free collection, enforcement issues, staff changes at North Devon Council and deer poaching. Suspicious activities in this connection to be reported by dialing the 101 Police number.</p>
<p><strong>122.4  Chairman.</strong>  5 tonne grit salt had been delivered to his Farm on the day of the Meeting, some of this will be stored at Barton Farm.  Councillor Pile to include this information in the Magazine inviting people to contact him if they wish to have salt.   A further 5 tonne could be purchased for £20.</p>

			<content:encoded><![CDATA[<p>Mrs Diana Lewis was the speaker on Monday evening. Diana works with the North Devon Animal Ambulance, as a driver. This means that she is called when an animal is involved in a road accident and she is usually the first one to attend the injured animal. This is just one of the aspects of the job and Diana had us in tears of sadness followed by much laughter as she recounted her varied tasks. North Devon has it&#8217;s fair share of both poverty and elderly. This means that when times get hard animals suffer when vet&#8217;s bills cannot be paid and food for them is unaffordable.One message Diana put across very strongly was not to abandon your animal but to call Animal Rescue on 07817 995751 where help would be available. This is a 24 hour service where all calls will be attended to. On one memorable occasion the police called for Diana&#8217;s help to remove a boa constrictor snake from a garden in Ilfracombe. Usually a pillow case is used to put the snake in for handling. Needless to say, this time a large duvet cover was required. the boa constrictor was then driven from Ilfracombe to Paignton zoo by Diana. The high number of elderly people going in to residential care means many pets loose their beloved owners as well as their homes. There is a scheme where by animals are rehomed with new owners who are elderly yet still able to attend to the animal in need. A contact is kept with the previous owner in the residential home,and hopefully everyone is happy, especially the animal.Animal Rescue is a charity for all animals, wild and domestic. £122,000 a year is spent on vet&#8217;s bills,which includes neutering and spaying rescued healthy unwanted animals. Money is donated and there are three shops where volunteers help. Diana, Mrs Pauline Bussell Chairperson and cat rehoming, Mr Chris Steer,dog rehoming, and special care nurse Ally Schwind, are all volunteers. Diana stayed to chat with members during the tea break and answered many questions. Quite a remarkable lady.</p>
<p><strong>There are two carol services to note.</strong></p>
<p>December 6th in the cathedral in Exeter and one on December 13th in Kentisbury parish church where WIs from all over North Devon will come and join in singing with the North Devon branch of the WI choir. Children from the school will also participate. Look forward to seeing everyone there 2.15pm start.</p>
<p><strong>The competition winners are</strong> 1 Viviane Clout 2 Brenda Bowden and 3 Christine Potter for the best animal ornament.</p>
<p><strong>FOM</strong> 1 Gillian Parker joint 2 Gail and Viviane and 3 Brenda Bowden.</p>
<p><em>The next meeting on December 5th is a bring and share seasonal supper and will be the annual meeting where the resolutions for 2012 will be discussed. The resolutions will be in November WI Life.</em></p>

<li>The Clerk had approached the County and District Councillors for funding from their grant allocation.  County Councillor Mrs Davis had promised £1,000; District Councillors Mrs Gubb and Clark had promised £250 each.</li>

<td colspan="4" valign="top" width="451"><strong>A Meeting took place ahead of the Parish Council Meeting for parishioners to bring their ideas for an event to celebrate the Queen&#8217;s Diamond Jubilee in June 2012.</strong></p>
<p>Councillor Pile suggested extending an invitation to the Parishes of Arlington, East Down and Loxhore for a combined event to take place in the form of a Celebration Party commencing in the afternoon and extending into the evening on Sunday 3 June or Monday 4 June.   The events suggested were:</p>

<li>Marquee</li>
<li>Beer tent</li>
<li>Barbeque</li>
<li>Bouncy castle</li>
<li>Music</li>
<li>Children’s tea party</li>
<li>Games</li>
</ul>

<p>Local village Organisations to be approached:  The Village Hall Committee, the Women&#8217;s Institute, the School, Church and Blackmoor Gate Young Farmers Club.</p>
<p>&nbsp;</p>
<p>If however the other Parishes had events planned which were in more of an advanced state, there was the possibility of Kentisbury and Trentishoe joining with them.</p>

<p><strong>87.1  Declaration of Acceptance of Office and Register of Financial and Business Interests forms.</strong>  It was noted that forms have been completed by newly elected Councillors Harrison, Loveday and Noble and sent to North Devon Council.</p>
<p>The Clerk handed them the booklet &#8216;The Good Councillors guide&#8217;.</p>

<p><strong>87.2  Registration of Parish Council owned land by the Land Registry.</strong></p>
<p>The Clerk advised that a reply was awaited from Devon County Council and on receipt she would be able to progress correspondence with the Land Registry.</p>
<p>&nbsp;</p>
<p><strong>87.3  Gullies and Signs.</strong>  It was advised that the Jetter had been unable to clear the drain at Furze Park Lane and further work was being carried out.</p>
<p><strong> </strong></p>
<p><strong>87.4  Exit Door of Village Hall.</strong>  No further information was known.</p>
<p><strong> </strong></p>
<p><strong>87.5  Location of drains in the Parish.</strong>  This was deferred to the October Meeting.</p>
<p>&nbsp;</p>
<p><strong>87.6  Village Green Sign.</strong>  As advised under Minute No. 87, the Clerk to obtain written quotations.</p>
<p><strong> </strong></p>
<p><strong>87.7  Section 106 Agreement.</strong>  This related to the affordable dwellings to be built on land at South Patchole.   The Clerk had contacted the relevant staff member at North Devon Council and had been told that Planning Officer Mr Bob Pedlar was dealing with the matter.</p>
<p>The Clerk had contacted him and had ascertained that he was on annual leave until 5 September.</p>
<p>The District Councillors advised that it would be some time before the details were known.</p>

<p><strong>87.8  Parish Merger.</strong>  The Clerk had ascertained the position and had circulated Councillors with the details to study ahead of the Meeting.  The matter was further discussed under Minute No. 96.2.</p>

<p><strong>88.1  Police.</strong>  When sending her apologies, PCSO Cleverdon reported the following:</p>
<p>As at and up to 30/8/11, there had been 1 crime reported in Trentishoe involving a theft from a motor vehicle in a remote car park at an unknown location where the</p>
<p><span style="text-decoration: underline;">Page 3 &#8211; Kentisbury and Trentishoe Parish Council 01.09.11</span></p>
<p>driver&#8217;s door had been forced and property stolen.  No other crimes had been</p>
<p>reported.</p>
<p>&nbsp;</p>
<p>The new contact number for the Police &#8211; 101 &#8211; goes live on 5 September.  The cost of a call will be 15p but for any duration and from any &#8216;phone.  It will be a one off charge so callers will not be over charged if they have to hold on or if &#8216;phoning from a mobile.  Details of the new number had been sent to the Lyn Valley News and the Kentisbury Magazine.</p>
<p>&nbsp;</p>
<p>Councillor Barrow advised he knew of a crime in Kentisbury Ford involving the theft of a canoe.  It was noted this had not been included in the Report from which it was clear that PCSO Cleverdon had not been advised of the details.</p>
<p>&nbsp;</p>
<p>The Clerk to write to Superintendent Harris at Barnstaple Police Station for his comment regarding the accuracy of the Report.</p>
<p><strong> </strong></p>
<p><strong>88.2  County Councillor Mrs A Davis.</strong>  When sending her apologies, Councillor Mrs Davis advised that Council had been in recess and there was nothing of note to report.</p>
<p>&nbsp;</p>
<p><strong>88.3  District Councillor Mrs Y Gubb.</strong>   The previous Administration wanted the bulky collection of one item for free to be scrapped but the new Administration had agreed this.  Any other collections thereafter would be charged at £15.00.</p>
<p>&nbsp;</p>
<p>There are new style Electoral Roll forms being sent out at the beginning of September where it will be possible for people to either telephone or use secure online facilities to register instead of posting the form back, and thereby saving money to the Council.  These arrangements are for details that are unchanged on the Electoral Roll.</p>
<p>&nbsp;</p>
<p><strong>88.4 District Councillor J Tucker.</strong>  The Fullabrook wind Farm would be in operation from 6 September.  While the turbines were being tested, complaints of noise and flicker had been received.</p>
<p>&nbsp;</p>
<p>Strategic Land Housing Availability Assessment is available to see online which affects Kentisbury to a small degree. It was hoped that Kentisbury could take 10 or 11 houses in the forthcoming year.</p>
<p>Councillor Tucker reiterated the hope that the Parish Council could identify a small parcel of land on which to build.</p>
<p>There had been an Affordable Housing Seminar the previous week.  Little affordable housing was being built at the present time.</p>
<p>&nbsp;</p>
<p>As Chairman of the Licensing Committee, he and the Vice Chairman together with PC Paul Dawe of Devon and Cornwall Police in charge of drugs and alcohol went out with the Police on the previous Saturday night.  It was very disturbing to see what was going on with drink and drugs.</p>
<p>&nbsp;</p>
<p>Septic tanks.  Lawyers say they must be registered, the Environment Agency takes an opposite view.   If people have one, they do not have to be registered, although there is possible legislation on the way brought in by the previous Government and Defra.</p>
<p><strong> </strong></p>
<p><strong>88.5  Councillor J Pile (Chairman).</strong>  He had experienced fly tipping in one of his fields.</p>

<p><strong>90.2  Barnstaple Town Council.</strong>  Details of a Planning School on 8/10/11 which had been circulated to Councillors ahead of the Meeting.</p>
<p>Councillor Monroe had expressed his wish to attend and had been booked in.</p>

<p><strong>90.3  Devon County Council.</strong>  Letter, leaflets and maps regarding the Street Lighting Part-Night Lighting Policy.   This would affect the street lights in Kentisbury.</p>
<p><strong>Proposed by Councillor Pile, seconded by Councillor Dixon and unanimously agreed to support DCC&#8217;s initiative. </strong><strong></strong></p>
<p><strong> </strong></p>
<p><strong>90.4  Devon County Council.</strong> A further letter had been received regarding Parish Tithe Map apportionments and the invitation for a member of the Parish to transcribe those for Kentisbury and Trentishoe.  If no one wished to be involved, there was a possibility that a volunteer at the Devon Record Office would do this, having expressed the wish to do other Parishes.</p>

<p><strong>94.1     Woodward Smith Architects Plans.</strong>  It was not possible for Councillors to</p>
<p>inspect these as Councillor Grunwell, who had printed them in A3 format,</p>
<p>was not present.</p>

<p><strong>94.2     Planning Application for the Play Area.</strong>  Woodward Smith Architects had</p>
<p>confirmed that the plans they had supplied were suitable to be submitted with</p>
<p>a Planning Application.</p>
<p>They had given a verbal quotation to the Clerk of £150 to submit them</p>
<p>provided it was not necessary to prepare further drawings.</p>
<p>Councillors were not in agreement to pursue this.</p>
<p>The Clerk to obtain the relevant Planning Application forms which Councillor</p>
<p>Pile would complete.</p>
<p>When Planning Consent had been given, East Down and Arlington to be</p>
<p>invited to participate and serious fund raising and grant applications to be</p>
<p>made.</p>
<p><strong> </strong></p>
<p><strong>94.3     Funding Opportunities.</strong>   It was noted that the Clerk had registered the</p>
<p>Scheme with two Organisations and had also written to Mr Brian Holme,</p>
<p>Community and Development Officer at North Devon Council.</p>
<p>&nbsp;</p>
<p><strong>94.4     Community Woodland Planting.  </strong>Agreement was reached to carry this out</p>
<p>on Saturday, 29 October from 10am.  Refreshments and drinks to be</p>
<p>provided.</p>
<p>The Woodland Trust to be asked to obtain the trees.</p>
<p>When the details had been confirmed, the School, Women&#8217;s Institute, Village</p>
<p>Hall, Church, East Down and Arlington to be invited to help.</p>

<p><strong>95.3     Pruning Trees on the Village Green.</strong>  Mr T Squire had quoted the sum of £25.00 for pruning the trees with the suggestion of this being done in December, following on from the end of the grass cutting contract in November, until 2012.</p>

<p><strong>97.1  Fly tipping.    </strong>Councillor Barrow advised that there had been a 700% in fly tipping and this figure is in respect of what is left on Council property and does not include private individuals. There was worry regarding asbestos being dumped.</p>

<p>The Clerk to write to the Waste and Recycling Department of North Devon Council inviting a representative to a Meeting to explain how the problem of increased fly tipping will be deal with following charges being brought in at Seven Brethen Bank.</p>

			<content:encoded><![CDATA[<p>President Viviane Clout welcomed 14 members , two guests, and speaker Lesley Nicholas to the October meeting.</p>
<p>Names of members wishing to attend the Autumn County Meeting in Barnstaple on October 12th and members wishing to attend the ACWW lunch in Barnstaple on 16th November were noted. Plans for the craft table at Arlington were discussed and a group workshop planned.</p>
<p>The speaker for the evening, Lesley Nicholas, delighted us with a cookery demonstration. Lesley had many ingredients, and showed us how to make a green Thai curry, using cod, although other fish could be used. In no time at all members were sampling the most tasty and fragrant meal. The curry was served with rice, with wraps containing prawns and a good selection of fresh herbs and vegetables as an appetiser. While this was being enjoyed, the soufflés Lesley had whipped up were cooking in the oven, while she showed us how to make caramelised bananas. Truly scrumptious. The evening proved an inspiration to us all, and Lesley shared her cooking tips and knowledge generously.</p>
<p>The competition of four ginger biscuits was won by Pat and Gloria, 2nd Valerie Ashman and 3rd Gillian Parker.</p>

<p>The next meeting is on Monday 7 November when the speaker will be Diane Lewis from Animal Rescue. The competition is an animal ornament.</p>

			<content:encoded><![CDATA[<p>Viviane Clout welcomed 14 members and one visitor to the meeting. The speakers were Mary and John Breeds who gave a talk on Braunton Burrows, accompanied with slides. Braunton Burrows has been designated a Special Area of Conservation. It is owned by the Christy Estates and the Ministry of Defence,and English Nature provide conservation management. The burrows have many different ares each with their own flora and fauna. Some of the flora can only be found on the burrows, including rare and scarce species. There are 11 different orchids to be found in different areas, including the Pyramid orchid, the Leopard orchid, and Autumn Lady&#8217;s tresses. Sea Rocket, Prickly Sea Sandwort and Frost Orache are to be found just above the high watermark.As well as flowers there are many rare butterflies, moths and reptiles to be found.The most welcome animal is the rabbit because it eats the tender grass shoots which allows the flowers to grow unheeded by the stronger grasses. The talk was so interesting that we are hoping to go on a guided walk next year.</p>
<p>The 50/50 stall in July made £7.50. There will be another stall in October when plentiful produce will hoefully be for sale. As in July, please bring anything saleabe to the stall, where the profits will be split 50/50.</p>
<p>There is a meeting at Beechborough on October 6th to disscuss the Christmas stall at Arlington.</p>
<p>The competition was won by Eileen Pryor, 2nd Brenda Bowden.</p>
